About Me – My Career Story

I help organizations achieve transformational outcomes through business strategy, program management, process optimization, and operational excellence.

My career began in service to the nation as a specialist in Army Aviation Operations. For nearly a decade, I honed my leadership in high-tempo environments, overseeing planning, operations, training, and mobilization for Army aviation units worldwide. In my final role, I led future operations for more than 80 aviation units under the Operational Support Airlift Agency (OSAA), coordinating local and international missions with US embassies and foreign governments. This experience shaped my approach to leadership – disciplined, decisive, and globally oriented – with a focus on building teams that thrive under pressure and deliver measurable results.

Transitioning into federal consulting, I expanded that foundation into program management, transformation strategy, and organizational growth. At SRA International, I advised Government Accountability Office (GAO) leadership on a strategic reorganization of the Knowledge Services division, modernizing the production and distribution of congressional reports, achieving annual savings exceeding $400,000, and increasing file accuracy from 45% to 98%. My early consulting years introduced me to the fundamentals of business development and client engagement—+building trust, delivering results, and expanding the scope of each engagement through measurable performance.

At L3 Communications with the Federal Deposit Insurance Corporation (FDIC), I led process improvements that ensured seamless continuity during the financial crisis, including the closure of 192 failed financial institutions. At the Nuclear Regulatory Commission (NRC), I designed a PMO model grounded in ITIL best practices, aligning technology initiatives with the agency’s strategic objectives and leading change management for the NRC’s Continuity of Operations modernization.

My business development and strategic leadership responsibilities expanded significantly at Booz Allen Hamilton, where I supported the Department of Defense (DoD) and developed a five-year strategic plan for the Yellow Ribbon Reintegration Program, establishing measurable performance metrics aligned with congressional oversight and departmental goals. I also worked with the Office of the DoD Chief Information Officer (CIO) and led enterprise transformation initiatives. At the Internal Revenue Service (IRS), I designed and promoted a knowledge management operations pilot that improved efficiency, standardization, and knowledge retention by 58%. I partnered with Booz Allen executives to shape modernization roadmaps, guide capture strategies, and drive program growth through innovation and performance excellence. I also led capture and proposal efforts tied to emerging IT modernization projects, directly contributing to new contract growth and client expansion.

At iWorks Corporation, supporting the Department of Homeland Security’s Transportation Security Administration (TSA), I led a Lean Six Sigma transformation that increased passenger throughput and detection rates by 70%. I also represented TSA at the Federal Law Enforcement Training Center (FLETC), shaping new officer training programs and influencing agency process improvement initiatives.

Returning to Booz Allen Hamilton, I broadened my leadership to include capture management, client expansion, and portfolio diversification across defense and civilian markets. My work included contributions to founding the Information Technology Executive Council (ITEC) at the Department of State (DoS), which strengthened collaboration across cybersecurity, data management, and digital transformation. I partnered with Navy and Air Force leadership to execute key modernization programs, including the Navy PCS Mobile App, the N1 System Consolidation (55-to-1), and the Battlefield Airmen Training Efficiency Plan – each representing a strategic blend of transformation, innovation, and client growth.

Most recently, as Portfolio Program Manager at Joint Strategic Technologies (JST), I led a $29M+ multi-agency portfolio and managed a DoS program with more than $9B in acquisitions, delivering measurable growth and operational efficiency across multi-agency and contract engagements. Beyond program leadership, I directed business development, capture, and strategic partnerships, expanding JST’s federal footprint and driving new opportunities aligned with long-term agency missions. I also established a global PMO for the Department of State’s CARE program, created a Fraud Prevention program, and implemented governance structures that delivered multi-million-dollar savings through contract optimization.

Across my career – spanning military service, five consulting/contracting firms, and support to 14 federal agencies – the common thread is transformation and growth. I thrive in complex, high-stakes environments where success depends on integrating strategy, execution, and innovation. My leadership philosophy is simple: build strong teams, empower and care for people, strengthen institutions, align vision with measurable value, and deliver lasting results. Presently, I’m seeking a Program Portfolio Management, Director or Vice President role where I can continue driving enterprise transformation, portfolio growth, and strategic advancement in a mission-focused, innovation-driven organization.
